Paul P. Craig 是享誉全球的行政法和欧盟法专家。他拥有牛津大学伍斯特学院法学本科及硕士学位，曾在牛津大学教授宪法课程，也曾在印第安纳大学伯明顿分校和墨尔本大学开设行政法、欧盟法相关课程。
Paul P. Craig is the Emeritus Professor of English Law at the University of Oxford. Craig is a specialist in Administrative and EU Law. He was educated at Worcester College, Oxford, where he took his MA and BCL. He stayed at Worcester, and was made a Fellow in 1976. He is the author of a number of legal textbooks, the most well-known of which (EU Law: Text, Cases and Materials) was published in its 5th edition by Oxford University Press in September 2011. Some of his other publications include The Lisbon Treaty: Law, Politics and Treaty Reform, and EU Administrative Law. He lectured in Constitutional Law at the University of Oxford, taught Administrative Law and European Union Law at Indiana University - Bloomington, and a Masters Course at the University of Melbourne, Australia.
讲座摘要：
“欧盟行政法研究网络”（ReNEUAL）成立于2009年，目前集结了百余位活跃于欧盟法和比较公法领域的学者和实务人士。ReNEUAL旨在促进建立一个法律框架，以使欧盟宪法价值融入公共权力运行过程。
ReNEUAL示范规则由四个工作组起草，是目前最有影响力的欧盟行政法典草案，涉及欧盟行政程序的主要方面，为欧盟及其成员国政府规范行政行为，落实欧盟法一般原则，以及在比较法研究的基础上发现具体政策领域之欧盟最佳实践提供指南。
本讲座第一部分将探求 ReNEUAL 项目的智识渊源。该项目的背景是混合了共同治理（shared administration）和直接治理（direct administration）的欧盟行政体制。第二部分将分析组成 ReNEUAL 行政程序模范法典的六编，并分析如果该法典要规约欧盟机构及成员国政府行为所涉及的欧盟权限问题。第三部分将讨论人工智能新发展带来的挑战，以及这对行政程序法典会产生何种影响。
The Research Network on EU Administrative Law (ReNEUAL) was established in 2009 and now comprises well over one hundred scholars and practitioners active in the field of EU and comparative public law. The aim of the network is to contribute to the development of a legal framework in which the constitutional values of the EU can be embedded in the exercise of public authority.
Drafted by four working groups addressing the main aspects of EU administrative procedure, the ReNEUAL Model Rules offer a toolkit for European and domestic authorities seeking to regulate administrative action, reinforcing general principles of EU law and identifying, on the basis of comparative research, best practices in different specific policies of the EU.
This lecture explores the intellectual origins of the ReNEUAL project. This is set against the background of the EU administrative system, which is an admixture of shared administration and direct administration. I will then analyse the six books that comprise the ReNEUAL Code of Procedure, and examine the difficulties relating to EU competence, insofar as the Code of Procedure sought to regulate the behaviour of the EU and the Member States. The lecture will conclude with consideration of the challenges posed by new developments in relation to Artificial Intelligence, and how this has implications for the Code of Procedure.
